HIAL’s Board of Directors challenges the Senior Management Team on its strategy for the business and provides guidance and support on both aviation and non-aviation issues.
The Board reviews safety and security, risk management, corporate governance, finance, business and commercial strategy and human resources. Directors operate under the HIAL Board Members Code of Conduct, based on the Model Code produced by the Standards Commission of Scotland, together with recognition of other published corporate governance guidelines. Board members are appointed by the Scottish Government.

Lorna Jack, Chair
A chartered accountant and a graduate of Aberdeen University, Lorna has served on the Board as non-executive director since March 2014.
She chaired its audit committee for over three years, becoming Interim Chair in 2017, before being appointed Chair of the Board in 2019.
In November 2022 she became Chair of Opulus Financial, a private sector company offering CFO solutions including accountancy and tax, extending its network of businesses across Scotland.
Lorna is the Deputy Chair of the Scottish Funding Council Board and the Chair of its Finance Committee.
Since 1 September 2022 she has served as the Honorary Consul for the Kingdom of the Netherlands in Scotland.
She also chairs the annual Scottish Legal Awards panel.
Lorna previously held the position of chief executive for the Law Society of Scotland for 13 years until she stepped down in January 2022. The Law Society Scotland is the professional body for Scottish solicitors. She was also previously a Trustee and Treasurer of the McConnell International Foundation.
Jamie Manson, Chief Financial Officer - Executive Director
Jamie joined HIAL in October 2022. He brings with him a wealth of public sector finance experience.
In 2008, Jamie gained his BSc (Hons) from the Open University. He became a member of the Chartered Institute of Public Finance and Accountancy in 2013.
Before joining HIAL, Jamie was with Shetland Islands Council. There he held the role of Executive Manager – Finance/Section 95 Officer and was responsible for managing the Council’s financial affairs. He provided financial and economic advice to key stakeholders, including the Council’s Corporate Management Team and elected members.
Based in Shetland, Jamie will take advantage of HIAL’s hybrid working policy. He will have an office at Sumburgh Airport and will split his time between it and Head Office at Inverness.
Christopher Holliday, Non-Executive Director
Chris has over 37 years of experience in the regional aviation industry. This includes working for airlines, aircraft manufacturers and an industry association. His interests in the field of aviation include safety and the provision of vital air links for remote communities. Looking ahead, Chris recognises the important role of new technologies in aviation. Technology that will make the aviation industry more economic, reliable, and sustainable.
He has 14 years of experience working with regional airlines operating in and to Scotland. During this time, Chris held senior positions in both commercial and operational roles. He has worked as an accountable manager and nominated post holder within flight and ground operations and continued airworthiness management.
Chris applies his broad background to his aviation consultancy work. He is a non-executive director of Perth based Air Service Training. An organisation that offers aircraft engineer training.
Previously, Chris held the role of non-executive director within two other aviation organisations. A regional airline in the Channel Islands; and a company working on hydrogen powered aircraft conversion.
Lynne Clow, Non-Executive Director
Lynne has worked and lived overseas but plans to relocate to Ullapool. She has historical family connections to the Western Isles and Highlands.
After graduating from Strathclyde University, she built a career in the financial sector. Lynne worked for Standard Life before moving to Deutsche Bank. It was at Deutsche Bank that Lynne built her experience within the HR profession. She then moved into industries including manufacturing and oil and gas. Her current role is as Senior Vice President, HR and Shared Services for Deutag, an Oil and Gas company.
Lynne has significant experience across both HR and management. She is a Non Executive of the Scottish Prison Service, a Non Executive Director of Ithaca Energy PLC, and a chairing member of the Childrens Panel.
Loraine Strachan, Non-Executive Director
Loraine is a senior leader in strategic transformation, finance and operations with international experience across commercial sectors, consulting and regulated professions. She is Finance Director at the independent Scottish law firm, Anderson Strathern.
She was previously Executive Director of Finance and Operations at the Law Society of Scotland and led consulting and interim assignments in the public, private and education sectors. Prior to moving to Edinburgh in 2015, Loraine was Senior Vice President at Menzies Aviation in South Africa, responsible for managing all aspects of the business for the Africa and Middle East region.
She was formerly a trustee and chair of the finance committee at Impact Arts. She qualified as a Chartered Accountant in 1999, completing her training at EY in South Africa.
Isabel Todenhoefer, Non-Executive Director
Isabel is a finance and mergers and acquisitions expert with more than 12 years of experience in the aviation industry, where she worked as Head of M&A Deutsche Lufthansa AG in Frankfurt.
After leaving Lufthansa she co-founded the real estate financing platform Everge Financing SL based in Madrid. She holds an MBA from Insead, one of the world’s leading graduate business schools.
Greg Colgan, Non-Executive Director, Dundee Airport Limited Board
Greg is chief executive of Dundee City Council. He served as the local executive director of corporate Service for three years prior to taking the helm, a post with a wide-ranging remit including the overall strategic and operational responsibility for corporate finance, customer services & IT, HR & business support, and democratic and legal services.
Before that Greg held other positions within the local authority including head of customer services and IT, head of corporate debt and welfare reform and finance and corporate services manager (housing).
Having trained as an accountant with a global manufacturing and engineering organisation, Greg is a member of the Chartered Institute of Management Accountants, the Chartered Institute of Housing and also the Society of Local Authority Chief Executives (SOLACE).
